The Issues

  • Standing Up for Women’s Rights

I am deeply disturbed by the Republican assault on women’s reproductive rights led by Governor Bob McDonnell and Attorney General Ken Cuccinelli.  Their crusades to shut down reproductive health centers and to mandate costly and invasive medical procedures for women seeking abortions have embarrassed the Commonwealth, and have inserted government between doctors and their patients.

  • Solutions to Fix Transportation

Virginia has the 3rd largest state-maintained road network in the U.S., but dedicates less money to transportation than nearly any other state.  Drivers in Northern Virginia and Hampton Roads face some of the worst traffic delays in the nation, and our failure to take even the most basic step of indexing the gas tax to inflation has left us with no money for new construction, and barely enough to maintain the highways we have. A convenient, safe, and reliable transportation system is essential to Virginia’s economy, and we need major investments in rail, roads, and other transportation infrastructure to keep the Commonwealth a great place for families and businesses.

  • Public Safety and National Security

Our first responders put their lives on the line every day to make Virginia a safe place to live.  We owe it to them to provide the resources they need to do their jobs effectively.  During my time in Richmond, I have fought hard to spare our sheriffs, police, and firefighters from budget cuts.  Especially in these difficult economic times, it is important that we are prepared to combat criminal activity in our Commonwealth.

  • Promoting Health Care and Public Health

As a practicing physician, I congratulate President Obama for his leadership on the Affordable Care Act, and I am proud that I voted against efforts to block the Act’s implementation in Virginia.  Our health care system was broken, and President Obama has taken a huge step in the right direction toward providing access to high quality, affordable health care for all Americans.

  • Improving Jobs and the Economy

Especially in today’s difficult economic times, the most important thing we must do is support, retain, and build upon our key assets and enterprises.   In addition to promoting the continued development of the communications, aerospace, and service contracting industries in Northern Virginia, and working with our federal representatives to retain our military installments in Tidewater, I will continue to help develop the Port of Hampton Roads as a public asset, and to promote tourism, agriculture, manufacturing, and recreational and commercial use of Virginia’s natural resources.

  • Energy, the Environment, and Natural Resources

Growing up on Virginia’s Eastern Shore, I was always in, on, or around the Chesapeake Bay.  The Bay is truly a national treasure, and I applaud President Obama’s efforts to speed up Bay restoration through his 2010 executive order. In 2008, I supported efforts to begin rebuilding our blue crab populations, and in 2009, I worked with Governor Tim Kaine to ensure that non-native oysters would not be introduced into the Bay. More recently, I co-sponsored legislation to ban phosphorous, a key nutrient pollutant, from most lawn fertilizers sold in Virginia.

  • Achieving Excellence in Education

Because of our historically strong commitment to elementary and secondary education, and recent investments in our community colleges and universities, Virginia has repeatedly been named the best state for a lifetime of learning.  Unfortunately, the recent nationwide financial crisis has left less in our state budget for our schools.
